Xinjiang introduces new regulations for preventing and controlling plastic film pollution

On April 1st, the reporter learned at a press conference of the Standing Committee of the People's Congress of Xinjiang Uygur Autonomous Region that in order to strengthen the management of agricultural film, the Standing Committee of the People's Congress of Xinjiang Uygur Autonomous Region has reviewed and approved the newly revised "Regulations on the Management of Agricultural Film in Xinjiang Uygur Autonomous Region", which will come into effect on May 1st this year.

Li Yuehong, Director of the Economic and Legislative Affairs Department of the Legal Work Committee of the Standing Committee of the People's Congress of the Autonomous Region, introduced at the meeting that in recent years, the residual pollution of waste farmland plastic films has caused serious harm to the quality of farmland, agricultural production, and living environment. Since the original relevant regulations were promulgated and implemented in 2016, they have played an important role in the prevention and control of film pollution in farmland in Xinjiang. However, there is still a gap between them and the requirements for green agricultural development and rural ecological environment protection. In reality, there are still problems such as weak awareness of the responsibility for recycling waste farmland plastic films, unclear regulatory responsibilities of industry departments, incomplete recycling and utilization systems, and a large number of ultra-thin plastic films that do not meet national standards entering the market.

Li Yuehong said that in recent years, the country and autonomous regions have attached great importance to the prevention and control of film pollution in abandoned farmland, put forward some new requirements, and introduced some new laws, regulations, rules and policies. The content of the original regulations is inconsistent with relevant laws, regulations, rules and policies, and is no longer suitable for practical needs. Therefore, it is necessary to revise the regulations in a timely manner.


The revised regulations consist of 26 articles. Li Yuehong said that this revision is mainly reflected in the following four aspects: first, strict regulations on the quality standards of farmland plastic film. The second is to clarify the responsibilities of the government and industry regulatory departments. The third is to improve the entire chain supervision work and clarify the main responsibilities of each link. The fourth is to establish a sound recycling system and promote the harmless treatment of residual films.


Farmland plastic film is an important agricultural production material, which has the functions of increasing temperature, preserving soil moisture, drought resistance, and water conservation. Due to the relative scarcity of water resources and the large temperature difference between day and night, plastic film has been widely used in agricultural production in Xinjiang, providing important guarantees for increasing grain yield and promoting farmers' income growth.


Li Yuehong said that after the implementation of the newly revised regulations, it will be of great significance to continuously improve the management of agricultural film in the autonomous region, prevent and control agricultural non-point source pollution, protect the agricultural ecological environment, and promote the green and high-quality development of agriculture.
